Deputy General Counsel for Health Affairs

Andrei leads the health affairs team and is responsible for oversight and provision of legal services to UF Health and its two health science centers in Jacksonville and Gainesville.  Areas of focus include corporate transactions, health care reform implementation, clinical integration, anti-kickback statute (“AKS”), fee-splitting, self-referral act (“Stark”), fair market value analysis, Medicare conditions of participation (“COPs”), Civil Monetary Penalties (“CMP”), False Claims Act (“FCA”), defense of the potential qui tam suits, Medicaid reimbursement and Florida medical assistance program authorized by Title XIX of the Social Security Act, 42 US.C. §§ 1396 et seq., intermediate sanctions, value-based managed care contracting, informed consent, as well as withdrawal of life supporting measures and treatment.

Prior to joining the Office of the Vice President and General Counsel, Andrei served UF Health Shands in multiple roles including Senior Associate General Counsel for more than eight years.  There, Andrei integrated legal strategy throughout hospital operations, managed care contracting and provider network development, proactively working in concert with multiple UF Health constituencies to make legal expertise a competitive advantage and assure regulatory compliance. 

While at UF Health Shands, Andrei also served as Director of Network Development for Shands and University of Florida Health Care Network. In this combined position within a 22-person managed care department, he assumed broad strategic management business responsibilities.  Andrei supported the Board as a corporate secretary and provided legal counsel to First Coast Advantage, an affiliated health plan with more than 80,000 lives.

Andrei is board certified in health law by the Florida Bar, certified in healthcare compliance by the National Compliance Certification Board and admitted to the bar of the Federal District Court for the Middle and Northern Districts of Florida.  In addition to his various roles within UF Health, Andrei has a faculty appointment as an adjunct professor at the University of Florida Levin College of Law, where he teaches Health Care Finance and Delivery Law.
